The selling and buying of government securities and other financial instruments by the Federal Reserve Bank.

The FOMC (Federal Open Market Commission) sells and buys government bonds and foreign currency in order to implement monetary policies. For example when the Feds sell bonds, they are creating money, and when they buy bonds, they are reducing money supply.
